Joyce Andrews

Joyce Maines Andrews, age 87, of Lake City, passed away Thursday, July 13, 2023 at her home.

She was born in Meadville, PA on January 17, 1936, daughter of the late Viola Smith Maines and Jess Maines, of Meadville, PA.

Joyce was a 1953 graduate of Randolph-East Mead High School and a Certified Municipal Clerk (CMC).  She retired in 2001 as Lake City Borough Secretary after serving the Borough for 28 years. Joyce had been a past President of Erie County Local Governmental Secretaries Association, delegate to the PA State Local Governmental Secretaries Association and the PA State Association of Boroughs.  In addition to the Borough, she worked at AVISCO in Meadville, Erie General Electric (GE), Cosmopolite Herald, Fairview School District, C.G. Wood Co., General Telephone & Electronics (GTE) and Uncle John’s Campgrounds.

She was a member of the New Life Community Church, Fairview, PA, Erie County Local Governmental Secretaries Association and Girard Legion Auxiliary. She assisted the committee that established voluntary recycling for five municipalities. Joyce enjoyed her family, traveling, select TV, games, word puzzles and music. 

She was a recipient of the Mary Ripley Award, a well-known grant writer who raised over one million dollars for community projects in Lake City, Fairview and more.  She didn’t stop there, with her knowledge and wisdom, she consulted and advised on two telehealth projects. One helped to develop the first home health telehealth program in Western PA during COVID-19. The other project helped to expand a statewide telehealth service that bridged care gaps for marginalized populations. She always made everyone feel loved and welcome, was the most wonderful mother and grandmother.  We are going to miss her so much.

In addition to her parents, Joyce was preceded in death by her husband of 42 years Kenneth N. Andrews, a granddaughter Ashton Marie Andrews; step-grandchildren, Sarah and Shawn Miniaci; and sister-in-law, Jill Maines.

She is survived by sons, James K. (Cheryl) Andrews and Richard J. (Karen) Andrews; daughter, Sharon; brother Richard J. Maines; grandchildren, Jarred (Jon), Ryan (Heather), Jacqueline (Kyle), Cody (Krista), Joseph (Kara), Aaron (Beth), Austin (Angel), and Sondra(Brian); 8 great grandchildren, A.J., Ian, Kris, Ike, James, Lacey, Connor, Alice; and special friends, Julie Moyer and Birdie.  Further survived by many cousins, nieces, nephews, step grandchildren, in-laws, a few thoughtful neighbors, caregivers, and close friends.

Friends may call at the Burton Funeral Home, 525 Main Street East, Girard on Monday July 17 from 4:00pm-6:00pm and attend a service in the All Faith’s Chapel of the Funeral Home on Tuesday at 11:00am. Burial to follow at Kiser Hill Cemetery.
